Vijay Gupta, Ph.D., P.E., President/Chief Executive Officer, has over 26 years of extensive design, construction, and management experience in the field of civil and transportation engineering. Dr. Gupta has worked on many complex and challenging public and private projects worldwide. Dr. Gupta has worked with reputed engineering firms including Gannett Fleming, Inc. and Consulting Engineering Services. Dr. Gupta is a past secretary & treasurer of American Society of Civil Engineers – Structural Engineering Institute, Philadelphia Chapter (ASCE-SEI, Philadelphia Chapter). He has helped promoting ASCE-SEI, Philadelphia Chapter activities, arranging technical dinner meetings, and students' scholarships. Dr. Gupta has taught structural engineering and bridge design/rehabilitation courses to undergraduate and graduate students at the Temple and Widener Universities in Philadelphia, Pennsylvania. He has also taught similar courses at Drexel University, University of Kentucky, and many universities in Australia & India.
Dr. Gupta holds his bachelor and master degrees in civil/structural engineering from India and Ph.D. in structural engineering with emphasis on soil-structure interaction during a seismic event from Australia. Dr. Gupta is a licensed Professional Engineer (P.E.) in eight states including Pennsylvania, Maryland, New York, Delaware, Connecticut, Florida, Louisiana, and Kentucky.
Brent Basom, P.E., Executive Vice President, is responsible for corporate and contractual oversight of operations, including geotechnical, environmental, civil, survey, and water resources services. He is responsible for administrative, financial, Quality Assurance, and technical aspects of all efforts encompassing budgeting, proposal preparation, scheduling, invoicing, staffing, contracts, deliverables, technical and lab oversight, field inspection, client contact, and negotiation. He has over 28 years of geotechnical and geo-environmental engineering and project management experience, along with corporate and staff management functions. His extensive background includes management and oversight of the geotechnical components of highway, transportation, water resources, and environmental projects. He has been responsible for planning, investigations, testing, interpreting data and test results, analyses and designing deep and shallow foundations and earth retaining structures, slope stability analyses, preparing cost estimates, plans and specifications, and providing consultation/inspection for construction-phase projects.
Brent holds a Bachelor of Science Degree in Civil Engineering from Drexel University with a Masters sequence in Geosynthetics and is a licensed Professional Engineer in the Commonwealth of Pennsylvania, as well as a member of the American Society of Civil Engineers and the Society of American Military Engineers.
Joseph Nardella, C.F.M., Vice President and Director of Water Resources, is responsible for the marketing and business development of the department, project delivery, quality management, project management, technical oversight, proposal preparation and cost estimating. He has over 33 years of experience in water resource management, river mechanics and permitting/regulatory requirements, including 23 years of experience successfully completing PennDOT projects. He is experienced with floodplain studies; groundwater and surface water assessments; hydraulic and hydrologic (H&H) design, and stream channel assessments; erosion and sedimentation (E&S) control and stormwater management. He has experience in both hydrologic and hydraulic modeling; stream relocation design, restoration, and enhancement incorporating fluvial geomorphologic designs; and experience in state and federal permit applications and processes in-depth knowledge of FEMA and PADEP regulations with respect to floodplain analysis and encroachment and has experience with both public and private based projects.
Joe holds a Bachelor’s Degree in Geo-Environmental Studies from Shippensburg University and is a Certified Floodplain Manager through the Association of State Floodplain Managers.
Craig Welfer, P.E., Vice President and Director of Geotechnical Services, is responsible for the supervision of field investigations, design, cost estimating, and construction support services. His design experience includes shallow and deep foundations for various structures such as bridges, buildings, retaining walls, flood control levees, stormwater facilities, structures, sound barrier walls and culverts. His recent project experience includes analysis and design of stormwater barriers for infrastructure projects. He is knowledgeable of geotechnical issues such as embankment fill and cut slope stability, mine subsidence, geophysical analysis and data interpretation and evaluation of karst terrain (sinkholes). He manages the development of subsurface investigations including boring programs and laboratory testing, and is adept at computer applications including STEDwin G-STABL 7, LPile, ReSSA, and Rockpack 3. He manages the development of technical reports, and provides geotechnical support during construction. He has geotechnical project management experience with both the Pennsylvania Turnpike Commission (PTC) and the Pennsylvania Department of Transportation (PennDOT).
Craig holds a Bachelor of Science Degree in Civil Engineering from Penn State University and is a licensed Professional Engineer in the States of Pennsylvania, Maryland, Delaware and Virginia.
Andrew Parker, Vice President and Director of Environmental Services, is responsible for project management, contract administration, project scheduling & budgeting, financial management, technical & price proposal preparation, preparation of specifications & contract documents, developing & conducting public relations & public involvement programs and developing environmental clearance and permit documents. Andy has 30 years of experience in environmental management, design, permitting & consulting throughout the mid-Atlantic region. He has focused on the application of natural & sustainable design techniques for wetland and stream restoration and is trained in bioengineering methods and proficient in fluvial geomorphology. His portfolio spans project and task management on stream restoration projects and open-end contracts to $400-million, high-profile public works projects. He has been involved in over 100 EIS, EA, & CE environmental documents & conducted over 100 wetland delineations & permit applications.
Andy holds a Bachelor of Science degree in Land Reclamation and Earth Science, from Frostburg State University and a Master of Science degree Ecology/Biology from Shippensburg University.
Donald Stark, P.E., Business Development Manager, has 40 years of Transportation Industry engineering and business development experience and a resume of successfully developing teams and winning projects with the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission, the Delaware Department of Transportation, and the Delaware River Joint Toll Bridge Commission. Over the course of his illustrative career, Mr. Stark has managed and/or designed numerous projects for these agencies, and he has prepared successful Statements of Interest and Technical and Price Proposals for the same. Mr. Stark’s design experience has spanned from study phase through construction including interchanges, roadway alignment, roadway reconstruction, drainage, E&S controls, and quality control. Mr. Stark brings the balance of technical expertise and marketing knowledge base requisite to promote AEG’s expanded services to our growing client base.
Mr. Stark received his Bachelor of Science in Civil Engineering from Villanova University. He is a registered Professional Engineer in Pennsylvania and Florida. Mr. Stark is an active member of the Delaware Valley Section of the American Society of Highway Engineers where he has served on the board of directors for many years, is a past president and currently serves as treasurer.
Eric Weltmer, Construction Services Manager, is responsible for project management, proposal preparation, and staff management for all construction services provided by AEG, including construction materials testing, construction inspection, post-construction storm water management facility construction oversight, and stream rehabilitation oversight, along with inclinometer, piezometer, stream and wetland monitoring. Eric has experience in construction inspection and materials testing, along with geotechnical and environmental services, performed for clients such as PennDOT, U.S. Army Corps of Engineers, Philadelphia Water Department, Pennsylvania Power and Light, and numerous private consultants and contractors.
Eric holds a Bachelor of Science degree in Geography and Environmental Science from University of Maryland, Baltimore County and a Master of Science degree in Geo-environmental Studies from Shippensburg University of Pennsylvania.
James Wagner, P.L.S., Survey Manager, is responsible for project management, proposal preparation, staff management for surveying activities and planning as well as survey support drafting provided by AEG. Mr. Wagner has 39 years of survey experience involving courthouse research, property boundary surveys, topographic surveys, railroad surveys, and construction stakeout surveying. He also has many years of highway construction stakeout experience working on PennDOT, PTC, and municipal projects. He coordinates survey information between field and office and implements specific quality control measures to ensure accuracy of plans and data. His experience extends to G.P.S., E.D.M. Data Collection, Robotic, 3D Scanning, AutoCAD, and Softdesk. He has performed numerous property, topographic and title surveys; flood and mortgage certifications; residential, commercial and industrial land subdivisions; land/site development plans from the conceptual phase to final approval, to completely constructed projects, including as-built surveys.
Mr. Wagner earned his P.L.S. in 1990.
Eric M. Kaufman., P.E., Manager of Transportation Services, has over 22 years of extensive design, construction, and management experience in the field of civil engineering, traffic analysis and design, and transportation planning. Mr. Kaufman has worked on a wide array of projects ranging from public project (for agencies such as PennDOT, DelDOT, and the Pennsylvania Turnpike Commission), private projects (such as land development projects and local Main Street Groups), as well as municipal engineering projects (such as capital projects and municipal review projects). Mr. Kaufman has been affiliated with the American Society of Highway Engineers and the Mid-Atlantic Section of the ITE (Institute for Transportation Engineers).
Mr. Kaufman holds his bachelor degree in civil engineering from Drexel University. Mr. Kaufman is a licensed Professional Engineer (P.E.) in Pennsylvania.
